I've run across a few issues, but those were iPhones with ICCID conflicts from swapping sim cards. Doesn't seem like that would be your issue.

What are you seeing in /Library/Server/ProfileManager/Logs/profilemanager.log ?

Are you seeing this error with all iOS 6 devices, or just this one iPad?
