Hi Rory,
In the Server app, there are 3 log files that you can monitor specifically around Profile Manager. I would watch those carefully for any trends around known devices that aren’t getting updates, and use those when calling into AppleCare. That will help identify the randomness (or lack thereof) of jobs that get stuck vs those that succeed.
