Right now OS X upgrades cannot be managed by the Software Update service.
Caching server can help keep traffic local (tho 10.8 doesn't use caching server so it's not a fix for 10.9 upgrades) - I recommend everyone test and understand caching server in OS X Server 10.9. Caching server will be a powerful too in the IT management kit from here on out. Turn it on, test it out, understand it, integrate it where it makes sense.
