We are implementing a process where all of our apps (even the free ones) are going to be managed distribution. We use a work order system (Web Help Desk) for them to request apps and our Volume Purchasing Program administrator gets the app and loads it into our MDM system (JAMF Software's Casper Suite). We then scope the app to the device for automatic install. This process is followed whether it's one app or many apps on one device or many devices.
Installing the app to the device requires the devices to have iOS 9.0 so our building based tech teams are updating the devices as necessary to enable the push install to device. We are in the beginning stages migrating to this system so we obviously have some pain (we previously did all apps by redemption code). With over 7000 iPads in the district, this is the system we came up with so we can be assured of retaining ownership of all apps moving forward.
