We have an SLA (that I cannot find at the moment) that gives tiers of district level support depending on deployment of the app(s) in question. If one teacher wants it and is just for them, then they can download it but with either limited or no support for the App itself. Support adjusts upward based on how many are using the app and how it was chosen (i.e. if the district mandates the program and everyone is using it, then it is given highest priority). With bigger deployment apps, we always have a test period / group to run it through its processes, in addition to our digital review.
When it comes to purchasing apps, we do leave things open for staff to be able to install individual apps on their own. Similarly, students with one to one deployment also can install apps with their own account with no support for the games and such. Shared devices are locked down pretty heavily and directly managed by a tech coordinator within the school and they can push an App through the MDM based on their own approval procedures. The schools have a form that a teacher can fill out, give to grade level lead, budget determined, tech approval, etc. When a school wants to order a large number for curriculum, we have a digital review process that each app goes through to get approval. The process is a bit entailed making sure there are no security risks with the app as well as a stage having Learning Services give approval (similar to approving books for students to read). Again, the more widespread the app is to be and who is requesting / requiring its use changes its priority level.
Similar to Don, we are somewhat early in this phase so there are pain points, but with the changes in VPP & DEP, things are much nicer with app deployment in iOS 9.
