I saw that on an iPad today that belongs to one of our teachers, but it was
on iOS 8.4.1. The app store shows 8 updates and it had 8 apps listed, but
all say "open" next to them vs. "update."

App Store shows 6 updates, but when I go to updates no Apps are listed as
needing an update. Cannot get rid of the number of apps to update, tried
powering off and back on.

Anyone else see this?

Yes, same here. Shows six available to update, but the "Update All" is
grayed out and only show "Open" for the listed six apps.

Hi Cat,
You may want to just see if yours is having problems before updating. We
updated ours in mid-July, but we're still having a token problem with one
of our three VPP accounts we have set up after updating the token and
forcing a reload of our VPP data from Apple. At this point, it may or may
not have anything to do with the license agreement. It does seem suspicious
that it started in the middle of the day, though! We're using Absolute
Manage.

You should be able to test by trying to install a VPP paid application that
isn't already associated with your Apple ID. We got a big exclamation point
next to our problem token as well (in the Absolute Manage console), but
that will vary from MDM to MDM, I'm sure.
