[Rockies-Edu] Allow installing Apps using AC2 and iTunes

We have an installed profile with "Allow installing apps using Apple Configurator and iTunes" enabled and "Allow installing apps using App Store (supervised only)" disabled. We expected that teachers would then be able to install apps from iTunes with their own AppleID.
The teachers, however, are getting the error that their computer is not Authorized for the apps purchased from iTunes, and, even after authorizing (with their AppleID), and a message that authorization succeeded, it throws the same error when attempting to install an app, and sync. I understand that apps that were installed via Configurator/Managed Distribution wouldn't allow themselves to be sync'd to the computer... but, how can we allow teachers to install their own apps (like the layered model used to achieve), but not show App store on device (so students won't install)?
