I have spoken to enterprise support about this issue surrounding another big
issue with federated Apple ID's not working correctly. Students get prompted
to update their Apple ID settings and when doing so, get a verification fail
message even when their credentials are correct. This isn't specific to any
model or iOS/iPad OS version, but I've seen this happen to a multitude of
students and know that it's not isolated to just our school.
In terms of iCloud folder sharing, all I requested is the ability in MDMs
(JAMF in our case) to turn off the sharing option so that we can still
utilize "Files" accordingly.

You’re right, this is a feature of iCloud, there isn’t a restriction to
prevent the feature itself, and I agree there should be one for schools who
need it. Have you sent that feedback up anywhere other than here? Let’s talk
about escalating it.
I wonder how this looks on other cloud file sharing platforms? Do you have a
workflow you can picture as being a possible solution?
With Managed Apple IDs, you can prevent document sharing outside the
institution (requires a MID from the same org to share), but that’s still
not a restriction on this particular feature.
