smalldatetime - year 2038 - daylight savings time - WO 5.2

I have a WebObjects project that tracks pages at our newspaper. The Sybase database contains among other things the DeadlineDefaults table which stores the deadline time with the date set at 6/6/2079. Each week new deadlines are created in the Deadline table using the deadline time (not date) from the DeadlineDefaults table. I chose the year 2079 because it was the maximum year for a smalldatetime field.
I noticed that after I updated from WO 5.1 to 5.2 the times were 1 hour less than what the database stored. After a lot of digging I found that if I set the date to 4/3/2038 (the day before daylight savings starts that year) or any date before that the problem went away.
I did a Google search for "daylight savings time" and 2038. A lot of pages talked about maximum dates of January 19, 2038 but at this point I'm going to just change my database dates and be done with it.
Does anyone know why this would all of a sudden become an issue in WO 5.2?
