action binding with conditionals

It appears that the problem I asked about previously, namely the
failure of a WOComponent (e.g. Submit button) to call and action method
bound to it when conditionals are involved is a bug. When one presses a
Submit button an action method bound to it should be called, regardless
of the presence of conditionals. How does one report a WO bug?
