Hee hee, I thought that statement might raise some hackles. :-)

Having used both (and continuing to use both) I find little evidence for OX
being substantially easier to use. In fact, I see very little difference
for what I do on a daily basis.
But lets assume it is easier to use and maintain. Is it that much better
that it will pay for replacement of all existing machines and servers and
all staff retraining in a time frame that IT folks are willing to look at?
If I was going to setup a new organization, I would go with OS X. There is
no question. For an existing, Windows based, one the advantage seems less
clear (to me anyway).

I take it you have not yet tried Eclipse. Or Delphi.

Bollocks. Absolute, total, bollocks. Use Eclipse. It is better than the
OS X tools by a large margin. And it is even faster on Windows than OS X
at this point (at least comparing my generic Win2K box to my TI Book). You
will easily be enough more productive doing WebObjects development in
Eclipse on Win2K, compared to doing the same development in PB on OS X, to
justify the cost of switching. Yes, I did just say that! Chuckle.

Compared to what? MSVC++? Well, yes. Delphi? Hmmm, Im less sure about
that. I guess it would largely depend on what is making your life
difficult and what it takes to make it easier.
Sincerely yours in audacious blasphemy,
Chuck
