I'm pretty sure that *is* the requirement if you want to run in a supported
environment.  You can pretty much do as you please, but if it breaks don't
bother calling Apple.  :-)

If you have the 5.2.2 frameworks and a 1.4.1 JDK on Jaguar, I don't see why
it would not work.  But that does not make it supported.  Running an app
compiled with the 5.2.2 frameworks with the 5.2.1 version of the frameworks
is just asking for trouble, IMHO.  You can probably make it work if you are
very careful to not use any new API but it would make me real nervous.

The real question to ask yourself is, "Do I feel lucky?"  ;-)
