I am attempting to deploy a project using Panther Server. It appears that I need to use JBoss in order to do this.

No, standard WebObjects Deployment should be preinstalled on Panther Server. However, wotaskd isn't started by default (you need to edit the file /System/Library/StartupItems/WebObjects/WebObjects)

Also I'm having a hard time locating instructions from Apple on using WebObjects with 10.3 server. Are there any other resources that people have found useful?

Other than the above, a standard WO deployment should be the same as Jag Server.
