How can you access the value of a static drop down list through your .java files in webObjects? Does it have to be dynamic to be accessed or is there a way around it?

I don't believe a static element can be accessed from within WO code. You may be able to write some JavaScript and/or use some hidden fields to access a static element, but making it dynamic is the supported approach.
