As Brent Shank stated, the JVM must be 1.3.1. Further, Web Start must be 1.0.1. For Mac OS X 10.2, the environment is fully configured such that Direct to Java applications run. However, for Windows 2000, WebObjects Development needs a correct configuration of Java, which is not included in Windows. So you can't just say that all is set to default. Several things can go wrong if the configuration is incorrect. This is way you need to provide to this mailing list the general error description and the exception message as given by Java Web Start.
