To be more specific, I will build an app (a kind of CAD) to design
electric heating elements
(see for example http://www.ensa.com.mx )
but such a design depends on the existence of materials on stock; the
system most be capable to choose a 'cable' based on experience (and
existence) so it has to "learn" the best approach by asking to the user
some simple questions.
So, I think that any "intelligent" leguage is ok.

There are Java-based rule engines out there -- more complex and
Prolog-like than the rule engine in Direct to Web -- and at least one
developer has made one work with WebObjects.
