Everyone I talk to is boasting that WebObjects will handle caching.  Does
this include images and, if so, does this mean that WebObjects will cache
the images that are served using the WOImage object?

In a word. Yes.
But if your images are going to be served from the server's file system rather than a database, then much of the hard work is already done for you by the server. That's what they do.
