For all your applications, create a direct action that just calls
WOApplication.application().refuseNewSessions(true), then just invoke
that action at appropriate intervals using curl/wget and a cron job (or
manually, even).

Using scheduling is not an option, because in WebObjects 5.2 the
interval between scheduled shutdowns is one hour minimum.
I was thinking of simulating a "user session" so that the instance
wouldn't shut down until it is its turn. Or maybe doing a setTimeout
in Application.isTerminating?
