Browser Launch Strangeness

Using WO 4.5.1 on WinXP when I launch an application, and the browser starts up, the toolbars are all reset to default positions. Starting a browser normally doesnt do this. Is there something I can pass on the command line to choose which browser is launched, or what params are given to it?
