WO Design suggestion

Not a coding problem, but rather a best design to be defined before coding....

I want to store search parameters of searches by Members (all criterias from one SearchPage)
as 'Search_Criteria' records (one-to-many)

An Administrator working on a Product description will request a list of members that could be interested by this product, searching in this Members 's Search_Criteria records.

Obviously, I can use an EOEnterprise object with criteria as attributes, but I suppose there are smarter approaches like storing the Query dictionaries then searching which one correspond best to the Product parameters...

It's a 'reverse search' process .... I got the product, I am looking for the search pages!!!!! ;-)))
