IBM sees Cloudscape as a lower end database that will encourage people to migrate to DB2. By giving it away, they get a tax deduction, generate good will, don't have to maintain the code, and gain more users who may upgrade to DB2 in the future.

If WebObjects was released as open source the current development tools would probably be ported to Windows and Linux which would move people away from Apple's hardware.
