Actually, it should be sufficient to kill the projectserver.exe process. It is left over by a crashing ProjectBuilder.

That said, you'd better use Eclipse.

I've had the same problem on Windows 2000 and what works for me is to
kill the processes pbs.exe and WindowsServer.exe and start them up
again, once you do that Project Builder should start up just fine.
