Up to you, works both ways.  See below.

It is a convenience.  If you don't have them in a FW, then reuse becomes
cut and paste which leads to inconsistencies.

Nothing special, they are just a resource.  Has very little to do
specificallt with WOLips or Eclipse other than they have a special name so
woproject packages them up correctly.  As long as they end up under the
Resources folder in either a framework or an app they will get loaded.
