This isn't the sort of thing that appeals to the open source developers.
Then again I'm probably wrong about that.  You have already calculated
what it will cost to develop your own versus buying ReportMill?  Opportunity
costs and all like that?

In any case, if you can express your data as XML then you might be able to
do something using with XSL Formatting Objects.  Something like

http://xml.apache.org/fop/

Here's a tutorial for an FO processor.  It should give you a flavor of
whether
FO can do what you want.  Please let us know what you end up with.
