Had this very issue the other day...
In my case, it was a matter of downloading the J2SDK for 1.4.1 (as opposed to the JRE) and re-running the installer... after that, WO installed just fine.
Also, check to be sure that there aren't user environment variables overriding the PATH and CLASSPATH that may point the installer to the wrong place.

Subject: Installing WO5.2 on Win2K Box
Hi All,
My client wants to run the website Im making on a Win2K machine. After
installing Java1.4.1 he tried to install WebObjects but was told that
Java wasn't found, even though he had just installed it. He search
around on the net and came up with this page :
http://www.tetlabors.de/wo/setup_webobjects_on_windows.html
Which describes how to get 5.1 ( not 5.2 ) up and running and seems
like a hell of a lot of work compared to the double click of the instal
program that Apple says.
So the question is, is all this stuff still necessary under 5.2 ? Is
there an easier way ?
If not, any ideas on why it can't find Java ?
Thanks
Owen
