WO or PHP?

We are starting a reasonably large new project that appears to have
characteristics that would imply WO is the appropriate development and
deployment system (e.g. user interaction with a database, etc.)
However, much of the actual web page designs have been done using
Dreamweaver and its templates. I have not found it easy to incorporate
WO into Dreamweaver maintained pages (no real Dreamweaver support for
WO). Would we be better off using PHP? Also, is Apple really committed
to future support for WO? On the surface, it doesn't look like Apple is
emphasizing WO as it has in the past.
