For a larger project WO seems the much better choice. "large" and
"PHP" suggest "maintenance nightmare" to me.
However, much of the actual web page designs have been done using
Dreamweaver and its templates. I have not found it easy to incorporate
WO into Dreamweaver maintained pages (no real Dreamweaver support for
WO). Would we be better off using PHP?

I usually try to avoid tools like Dreamweaver as they tend to produce
bloated files of bad HTML. Hence, I have no useful advice to you. Is
is easier to maintain the HTML or lots and lots of PHP?
Also, is Apple really committed
to future support for WO? On the surface, it doesn't look like Apple is
emphasizing WO as it has in the past.
We'd all like to know that. Only Steve knows and he's not telling.
