However, much of the actual web page designs have been done using Dreamweaver and its templates. I have not found it easy to incorporate WO into Dreamweaver maintained pages (no real Dreamweaver support for WO). Would we be better off using PHP?

I usually try to avoid tools like Dreamweaver as they tend to produce bloated files of bad HTML. Hence, I have no useful advice to you. Is is easier to maintain the HTML or lots and lots of PHP?

I'm quite impressed with the Tapestry solution for creating templates that can be editable in stock Dreamweaver/whatever, which looks like a good solution for maintaining both. Tapestry along with something like Cheyenne for database object encapsulation is another path worth considering.
