FWIW, I had the same problem and found the same solution. Cursed
Windows multiple JVM installs. Grumble...

Thanks for that... I looked in my Trash, and found just the message.
However, this option is not available on Windows as the Framework named
doesn't actually contain the 1.3.1 java.exe.
It turned out, in our case, to actually be down to there being a copy of
java.exe in \winnt\system32... a hang over from some strange Micro$oft
requirement upon 1.3.1, i believe. However that exe can't see the rest
of the java installation, so fails in the case of wotaskd.
Having removed that extra file, wotaskd now starts and launches & kills
application instances. How it will be in the longer term, I don't know,
and I'll be recommending that our technical department does some serious
testing before 5.2.2 gets deployed on any customer sites!
