One reason for shutting it down would be to stop it from timing out (if the setting isn't long enough).

I too think that 10s is a long time to wait for an application to launch - but this Java we're talking about after all. I've never had high expectations for launch times. On the other hand, how does it compare to launching a browser and downloading a web page??
