Catching a Database Connection failure exception?

I have been searching the docs but not found info on this.
I want to implement an exception handler for the situation where the
database server is unavailable and/or the connection fails. What is the
exception to handle, what is the handler method I need to implement and
where do I put it (Application?) ??
