Problem with download links in Panther but not in Jaguar

I am moving my application to Panther Server. Everything works as
expected except for one thing. I have download links that pointed to a
folder on my Desktop on the Jaguar Server and these links fail under
Panther. I am at my wits end. The paths to the files are exactly the
same. The only thing that I can think of is that the permission change
for WebObjects applications running under root (in Jaguar) to running
under appserver (in Panther) has affected my app's ability to access
files that are not under the web server root.
Has anyone experienced this issue? Does anyone have a suggestion for
how I would resolve it? Thanks,
