Thanks for the sympathy ;-)
Here is where I've gotten:
I figured out that I could use the WebObjects directives inside a
virtual host just like any other module config commands and how to set
the project docroot in XCode, so It wasn't too hard to make it work
with the docroot in my homedir. I have added the files to my project
and to the WebServer target, but still, they aren't copied to the
docroot when I run the build. I confess to being a bit confused as to
what the three targets that are set up are supposed to be doing. I
figured the web server target would copy web server resources over ;-)

Have you added the listed files to your Xcode project (Project->Add
Files...)? When you do, make sure that the radio button that begins
"Recursively..." is selected, and only the checkbox for "Web Server"
is checked.
