Is it reliable to develop/build using Tiger 10.4.2 / XCode 2.0 / WO
5.2.4 and deploy to Panther Server 10.3.9 / WO 5.2.3 ??
.... or am I better off staying with XCode 1.5 / OS X 10.3.7 / WO 5.2.3
right now given that the deployment will be staying at Panther for a
while?

I just set up a machine for a new developer like this:
Tiger 10.4.2
Xcode 2.0 (Required for Tiger and WO 5.2.4 - *not* Xcode 2.1)
WO 5.2 then Software Upgrade -> WO 5.2.4 (keep the package around if
you are concerned with it going away :-)
Every thing works as expected.
