This sounds like a problem with your webserver. Please, check the encoding of
the webpages and make sure, that the server (Apache?) delivers the right
encoding. You may want to deliver pages utf-8 encoded, so a config line like

AddCharset	utf-8	.html

would fit your needs, IIRC.
