Properties File Problem with WARs

Hey there...

I'm not sure how it happened but when I deploy as a WAR now none of the
properties that are in my Properties file get loaded and are available to
System.getProperties().  When I test in Direct Connect everything works fine
but as soon as I drop the deployed WAR into Tomcat, the properties do not get
read.  I've unpacked the application JAR inside WEB-INF/lib to see if the
Properties file is in there and it is.  Anyone have a clue what's going on?
