Rapid turnaround

I'm trying to use the Direct to Web Services assistant and everything's
going fine until I get this message while the application is running up:

[2005-01-07 17:19:24 GMT] <main> NSBundle is unable to find
"ExtensionsForResources.plist" in the main bundle. Ignoring optional
configuration file.
[2005-01-07 17:22:13 GMT] <main> Cannot use rapid turnaround. Please
start Xcode and open the project for this application.

Welcome to Houses!
[2005-01-07 17:22:20 GMT] <main> ***** PLEASE NOTE: Rapid turn-around is
not active for your application. The assistant will be unavailable to
configure the application since it will be unable to modify your project's
user.d2wmodel rule file. To completely disable the assistant use a
-WSAssistantEnabled FALSE flag when you start the application.

Obviously this prevents the WebServicesAssistant from configuring the
service. I'm looking for any help anyone can give, I've been searching
around and have found many reports of this ocurring but no clear
solutions. I am running XCode 1.1 on OSX Server 1.3.7 with WO Developer
5.2.3 but I have seen reports of this happening going back to 2002. The
same problem occurs on projects I have opened from scratch and the
prebuild Houses project which you can download from Apple.
Help!
