That depends. :-) If you use the Apple supplied IDE on Windows it,
well, it sucks quite a lot. If you use Eclipse and WOLips on Windows
it is quite good. OS X has xCode for an IDE. Some like it, but they
need psychiatric help. Eclipse and WOLips run fine on OS X too, though
perhaps a bit slower than on Windows. The other tools (WOBuilder,
EOModeler, etc.) are slightly older on Windows than on OS X, but I
don't really notice much of a difference in practice. They are fairly
buggy on both platforms.
I use both platforms for development but don't deploy on Windows. I've
not noticed any issues doing this other than the insistence of Windows
text editors to append ^M in text files which can cause problems. Just
avoid those editors.
The real question, and one that nobody knows the answer to, is how much
long Apple will continue to provide tools for the Windows platform. My
money is on "not long".
