The best product I've seen for this type of thing is JIRA. It is a commerical product so it isn't free.

Trac looks ok, but it is a little light on the user management side of things. I like the way it shows graphs of your progress toward a release based on bugs issues left to complete before a certain milestone.

Scarab (scarab.tigris.org) is another one you might consider. It is very configurable and this tends to put people off at first. I believe it is what collab.net is using in their products. It is still being developed and the beta of 1.0 just came out. If you use Maven it is very simple to build and setup.
