WAR Deploy?

We have gotten our apps to run as a servlet both as an expanded directory
deploy and a WAR file that gets expanded by the container OK. The problem is
when you elect not to expand the WAR file and try to run - it throws the
infamous errors about WOSYSTEMROOT, WOROOT etc. I think it is complaining
because the WEBINFROOT referenced in the /WEB-INF/web.xml can't be resolved
into a real physical path. Has anyone figured out a workaround? Why does WO
do such a dumb thing?

I suspect the answer is somewhere in the Bootstrap loader piece. Any
thoughts would be appreciated. Thanks in advance.
