Florijan is right on, adding the "_blank" to the <target> binding of
the WOForm creates a new page, while adding it to the <setURL> doesn't.

If so, you could add the target = "_blank" binding to the form.
Just tried it out and it works fine, in a situation where I have a
popup automatically refreshing the page through a form action.
