Hmmm, yes, I guess that would. I'm not sure what is needed here for
group and owner. UNIX permissions make my head hurt sometimes. Perhaps
sudo chown appserverusr:www nwsufis
sudo chmod g+w nwsufis
then
sudo chown appserverusr:www Flyers
sudo chmod g+w Flyers

And I went to <Sharing> of <Workgroup Manage> and added group
<appserver> as an "Acces Control List" entry with <Read and Write>
privileges to < /Library/WebServer/Documents/> and I still couldn't
use touch, which disappointed me as I thought that would do it.
This did succeed
sudo -u baiss touch /Library/WebServer/Documents/nwsufis/Flyers/
Tarball.txt
That will do no good as the application runs under appserverusr.
That it works as baiss is the problem. :-)

If it gives you a permissions error you know where to look for the
problem. As a rough guess you need to
sudo chown root:admin Flyers
