I got it working but...
Using Workgroup Manager I had added <appserver> to the <Access
Control List> of </Library/WebServer/Documents/> as I mentioned before.
It says that the permissions applies to <Child folders. All
descendants>, but it doesn't in actuality.
I added <appserver> to the <Access Control List> of the <Flyers>
folder and it worked, it wasn't good enough to add it to the
<nwsufis> folder.
There is a pane called <Effective Permissions Inspector> as part of
Workgroup Manager, if you bring up that pane you can drop whatever
folder you want onto it and it will show what is allowed. The odd
thing is that under <Write> the way I had it set up it would allow
<Delete> but no other attributes.
From a unix standpoint you see that <ls -l> yields
drwxrwx--- + 28 baiss admin 952 Jul 26 17:18 Flyers
now, the + wasn't there before.
More clarification is needed, at least as far as I can understand.
