You can use ant with the .jar extensions from project wonder to build your frameworks and apps. I've done it and I'm sure many many others have. ;-)
As far as deployment, WO is a java-based library. And the source to WebObjects adaptor for Apache is provided. And Apple won't stop you from deploying on a non-Apple server.
My main worry is the Windows development to be honest - I simply can't justify WebObjects adoption if the long-term roadmap for the product is firmly 'development on Mac only'. It's a shame, because people were really (finally) coming round to WO over here - (sigh)
