Dear Friends, thanks for the encouraging help.
I have done the following:
1) Uninstalled XCode 2.1 and installed 2.0, no change resulted in the
problem.
2) Reviewed all that I see in Server Admin with regards to the
Settings pane, I have <Turn Monitor on> checkbox set.
3) Curiously, when you then click on <Running> I get the message:
<http://localhost:xxx could not connect to server localhost> (I
am hiding our special port # for JavaMonitor)
but I can get to JavaMonitor from the URL:
http://216.162.215.196:xxx/cgi-bin/WebObjects/JavaMonitor.woa
4) Thanks to Daniel for pointing out that I did not have the
background flag set in the <wotaskd> terminal line, so now I can limp
along by starting <wotaskd> from terminal.
So, no real solution.
My guess is that there is a naming issue on the server, somehow no
connection between <localhost> and the real IP address of
<216.162.215.196>, but I haven't "stumbled" onto the solution.
SiteConfig.xml has:

<hostArray type="NSArray">
<element type="NSDictionary">
<type type="NSString">MACOSX</type>
<name type="NSString">216.162.215.196</name>
</element>
</hostArray>
