I suspect that xCode was rushed out the door so that the Universal
Binary functionality could be delivered. The WO stuff was probably
too hard to extract from the build and so it was "introduced".
It also allowed Apple to welcome WO to the xCode family at WWDC - a
most positive development IMHO.

Maybe it's just me, but if a feature is merely a "proof of concept"
isn't that something you want to limit to an internal copy of the
product, or at the very most a Beta version. Why ship it an actual
release if it's not ready? Apple has always been secretive about new
products and features... why do something like this? Just strikes me
as odd.
