That's only because 10.4 Server shipped before WO5.3. Apple has stated a
soon-upcoming revision to 10.4 Server will roll in WO5.3.

If you need to deploy 5.3 *today*, install the WO5.3 bundled with Xcode
2.1.
You may need to install Xcode 2.1 in the deal (I haven't tried installing
a just deployment WO5.3 yet).
