bold print showing as regular in deployment

I have an application that enables users to edit the strings in svg files, then to generate a JPEG from the svg and display the jpeg. (I use the Batik libraries to create a JPEG Transcoder.)  Some of the svg strings use bold font, while others are regular.
 
On my development machine running Mac OS X (10.3.8) the JPEG shows the strings correctly, showing bold as necessary and regular otherwise.
 
On the deployment machine, Mac OS X Server(10.3.6), the JPEGs show all text as regular, losing the bold!
 
has anybody any similar experience, or any idea why the bold is being lost?
