No, WebObjects 5.3 is an option when you install XCode 2.1 and development is completely free. Now if you're wanting to deploy, you'll need a license and to obtain a working deployment license for WebObjects, you'll need to purchase OS X Server Tiger which comes with a WebObjects Unlimited deployment license.
