That relates to WO 5.2. It changed with 5.3.
Read the license that comes with 5.3.1.

IANAL, but my interpretation is different than yours. Here are details

WebObjects Distribution License
$699 per copy

Upon signature by Apple, the agreement, together with payment for your

keys, and redistribute the WebObjects deployment runtime and
